The northern third of the Empire is ruled by [[Characters/Bannerlord/Imperials/Lucon]], who represents a long-standing oligarchic trend in [[Imperial]] politics. It holds that strict adherence to [[Imperial]] law is the best guarantee that the empire will not become a tyranny.
